The objectives of the NDTDP are to support sustainable economic growth and inclusive development in the Northern Delta Region by increasing the efficiency of transport infrastructure in the Northern Delta Region in an integrated and safe manner by means of multi-modal transport. The Project will improve the supply chain efficiency for production, distribution and trade and will also provide better and safer access for the poor to the main supply corridors. The specific Project objectives are:
- To reduce transport costs/tariffs and improve service quality from points of production to local markets or points of export through improvements in the inland waterway and connecting road systems;
- To raise the efficiency of logistics services across different transport modes;
- To assist in building the management tools and capacity of VIWA and Provincial Departments of Transport (PdoT’s) in the effective exercise of their responsibilities under the 2004 Law on Inland Waterways;
- To develop/strengthen existing frameworks for private sector participation in the provision of infrastructure and services associated with provincial ports, landing stages and logistics centres.
Specific objectives of the Consultancy Services for the Feasibility Study and Preliminary Design are:
- To prepare feasibility studies of the three project components to a state of readiness appropriate for World Bank appraisal of the Northern Delta Transport Development Project in a manner this is consistent with the applicable Vietnamese laws and guidelines. The feasibility study shall reflect technical, economic, financial, environmental and social analyses and shall be accompanied by preliminary designs as appropriate. The study shall identify the optimal investments for each of the Project components;
- To prepare Environmental Impact Reports/Environmental Management Plans, a Resettlement Policy Framework and Plans, an Ethnic Minority Policy Framework and Plans as necessary, and Project Implementation Plans including staging of project investments and a time-bound plan of complementary actions needed for World Bank appraisal of the Northern Delta Transport Development Project in a manner consistent with applicable Vietnamese laws and guidelines;
- To develop key performance indicators to help the success of the project in meeting output and impact objectives; and to establish a baseline for these indicators;
- To prepare a feasibility study of the proposed improvements to the estuary of the Day / Lach Giang Rivers, utilizing an existing study and addressing gaps;
- To prepare a feasibility study for a physical distribution and logistics centre in the Hanoi metropolitan area to support the project region;
- To prepare Terms of Reference for detailed design, construction supervision and other technical assistance proposed for NDTDP;
- To provide through appropriate use of national staff and sub-consultants an opportunity for transfer of work methods and procedures in the preparation of the preliminary engineering designs and in conducting feasibility studies;
- To prepare the necessary reports on the feasibility studies as required by PMU-W for submission to the different government agencies to secure the Project’s approval.
