This project proposal has been made based on several visits to Pekanbaru by officials of DGIS, Rijkswaterstaat and the Royal Dutch Embassy Jakarta. Based on the sanitation situation that was observed, Royal Haskoning was asked if it would be possible to improve the situation. Consequently, Royal Haskoning prepared is executing this challenging project which is to be covered by the Royal Dutch Embassy in Jakarta.

The scope of the project is to improve the sanitation sector, including wastewater, solid waste and flood control, both technical and organisational for the city of Pekanbaru. The project is conducted following a demand driven and participative process; as such the ownership of the project is clearly established with the local government and its organisations. Furthermore this project will contribute to the development of a national sanitation policy for urban areas, and the results of the project shall become an example for other cities in Indonesia.

In order to achieve these goals the main objectives are to create a Master Plan for Sanitation integrating wastewater, solid waste and urban drainage into one coherent framework and to implement for testing purposes both hard and soft measures from this Master Plan in pilot areas in Pekanbaru.

For the city of Pekanbaru it is foreseen that, as a result of this project, 350.000 people (50% of the present population) will achieve adequate sanitation within four years and the entire city will be clean and have proper sanitation in ten years (an estimated 1.2 million people). Initially the implementation of the pilot activity of this project will target 10.000 people with direct technical and non-technical intervention and the areas where they live will be clean and they will have access to proper sanitation and have demonstrated changed hygiene behaviour.

The institutional set up and organisations created however will be such that during the implementation, gradually the entire city will achieve improved. As such the Project will significantly contribute to the MDGs (millennium development goals) the Government of Indonesia has set for its country.
